Native Roses (Rosa Californica) can be waterwise.

It depends on your definition of waterwise! Some are...some are not. Reference the Sunset Western Garden Handbook for good info.

Re roses being waterwise: as someone who works in water conservation, I can tell you that our major concerning is wise watering practices, regardless of plant material. Roses are not considered low water use plants, but if they are grouped with other moderate water use plants and watered efficiently with drip or microspray irrigation, they can be grown quite water-wisely. Most people use 2-3 times more water than necessary to irrigate their landscapes. Just knowing how much water plants actually need--including grass--will get us a long way toward reduction in water waste. I've heard it could cut outdoor water use in half.

I noticed the new parking lot next to St. Francis De Sales Church is paved with curb and gutter, no indication of any stormwater treatment. Another missed opportunity...
